What a medical 3PL does

What a 3PL cannot take off your hands

Outsourcing moves the work. It does not move the accountability, and this is the point most often misunderstood when the relationship is set up.

Your regulatory obligations for your own products remain yours. If stock is mishandled, the consequence attaches to the product holder as well as the provider. You retain responsibility for knowing that your provider is competent, which means auditing them rather than assuming their certificates are sufficient.

What a 3PL genuinely provides is facility, systems, licensed capability and people, without you building any of it. That is a substantial saving. It is not a transfer of responsibility, and any provider suggesting otherwise is describing something that does not exist.

Governing the relationship

The agreement does more to determine success than the facility does. It should establish:

• A quality agreement setting out who does what, separately from the commercial contract.
• Service levels for receiving, order turnaround, despatch cut-offs and accuracy.
• Measures that are actually reported — stock accuracy, on-time despatch, order accuracy, temperature exceptions, expiry exposure.
• Audit rights, with a stated frequency rather than a theoretical entitlement.
• Incident and escalation routes, including out of hours.
• Data ownership, and how you extract your records on exit.
• Liability and insurance for stock held, with the cap stated.

Data ownership is the clause people wish they had read. Traceability records that cannot be extracted are a serious problem at the exact moment you are leaving.

Transitioning without losing the thread

Moving into a 3PL is where traceability is most often broken, because stock changes hands while systems change too.

Handled properly, it means a reconciled count before anything moves, batch and expiry data transferred and verified rather than re-keyed, quarantined and released stock kept distinct throughout, temperature maintained during the move, a reconciled count on arrival with discrepancies investigated before go-live, and a period of parallel checking before the old records are stood down.

Rushing this to hit a date is a false economy. A traceability gap created during a transition is permanent, and it will be discovered during a recall rather than during the project.
