DOH — Department of Health, Abu Dhabi

The Department of Health – Abu Dhabi (DOH) is the regulator for the healthcare sector within the emirate of Abu Dhabi. Its approval covers facilities and activities operating in the emirate, including medical and pharmaceutical storage.

MOH / MOHAP — Ministry of Health and Prevention

The Ministry of Health and Prevention (MOHAP) is the UAE federal health authority. It operates at national level across the Emirates.

What their approval means

For a medical warehouse, holding DOH and MOH approval means the facility, its temperature control and its processes have been assessed as fit to store regulated medical and pharmaceutical products. Customers storing there inherit that assurance. SFIMS holds this approval for its Mussafah facility.

Which one applies to you

The question is usually settled by two things: where the facility is, and what you are doing.

Location. A facility physically in Abu Dhabi deals with the Department of Health for its healthcare activities. Facilities elsewhere in the country deal with the authority for their emirate, and several emirates have their own health authorities alongside the federal ministry.

Activity. Product-level matters such as the registration of a medicine sit federally with MOHAP. Facility-level matters such as approving premises and the activities carried out in them sit with the health authority for that location.

So a company importing a registered medicine into a warehouse in Abu Dhabi is engaging with both: the federal framework for the product, the emirate authority for the facility.

What an approval does and does not cover

Approvals are specific, and assuming breadth is a common and expensive error.

A facility approval covers the activities and conditions it was granted for. It does not automatically extend to a new temperature band you have added, to controlled substances, to a different product category, or to distribution if it was granted for storage.

Equally, a product registration is not a facility approval. Holding a registered product does not by itself entitle you to store it anywhere, and a licensed warehouse does not make an unregistered product sellable.

The two are independent, and both are needed. Most confusion in this area comes from treating one as implying the other.

Practical implications for a stored range

For a company holding stock, the distinction has concrete effects:

• Check that your storage provider’s approval actually covers your product category and temperature band, rather than assuming an approved facility covers everything.
• Confirm whether their approval extends to distribution if you need them to deliver.
• Keep evidence of your own product registrations current and available, since the warehouse cannot supply that on your behalf.
• Notify changes of scope in good time, because adding a category or a temperature band is a change to the approval rather than an internal decision.
• Remember that moving stock between emirates may engage more than one authority.
